Council decided to delegate the advert- 
ising and screening for the positions of 
Town Engineer and Secretary Treasurer to| 
this company. A committee consisting of 
Mayor Veness, Councillors Bakker and 
Kehling will set the terms of reference 
for the Town Engineer. The terme for 
Secretary Treasurer can be found in the 
Town and Village Act. 
Gity Status Councillor deBruijn moved 
‘that application for City Status should 
be left until the town reaches a popul- 
ation of 10,000. Motion carried. Mayor 
Veness and the Secretary Treasurer will 
contact the former mayors of Beverly and 
Jasper Place to find out why these towns 
didn't apply for city status. 
Qperators Licences Council decided to 
encourage the Town's vehicle operators 
to obtain Class B Operator's licenc 
The Town will supply the truck and a 
qualified instructor. 
Sunday Opening A petition from a local 
grocery store to remain open on Sundays 
was presented to Council by Mrs. Schilke 
Councillor deBruijn who agreed with the 
petition said that it was very inconven- 
ient for our citizens if they run out 
of milk on a Sunday as they have to go 
into Edzonton. Council will study this 
Fequest which will depend on the Federal 
Sunday Act exemptions. 
Second University for St. Albert? 4 
careful end comprehensive motion was 
brought forvard by Councillor Bakker 
regarding the statement of President 
Walter Johns of the U. of A., that a 
Second university should be built near 
Edmonton. Councillor Baker's statement 
and motions are as follows: 
REASONS WHY THE SECOND UNIVERSITY NEAR 
EDMONTON SHOULD BE LOCATED AT ST ALBERT 
1. Prom the point of view of the Univer 
ai 
1. St. Albert offers the advantage of — 
space for unlimited expansion, if plan- 
ning for the second university is start 
ed now. 
2. St. Albert is close to the centre of 
population of Alberta, s centre of popu 
lation that is moving north, 
3. St. Albert is near the Edmonton cam 
pus, only @ 20 minute drive along a 
high class road with only one traffic 
Signal. The future rapid transit pro- 
position (Bechtel Plan) allows for an 
extension to St. Albert. 
4. Ite proximity to the Edmonton campus 
will permit a sharing of faculty in ite 
initial stage: 
5. Rather than choosing between 2 secon 
university with an Arts-Scienge College 
and 4 residential institution specializ- 
ing in agriculture, St. Albert offere 
the advantage of locating both in one 
centre, St. Albert is sufficiently ru-

From the point of view of the Provincial

1. The Province has had an implied pol- 
icy of encouraging the establishment of 
satellite towns around Edmonton. Por 
that reason the New Town of St. Albert 
was established with Provincial repres- 
entatives on its board of administratore 
The New Town developed as a dormitory 
area to Edmonton rather than a self con- 
tained satellite. The subsequent rever- 
8a in status to a town has not changed 
this situation, and the tax base at pre- 
sent is stil) unbalanced. 
2. If the theory of self-contained sat- 
ellite towns is to work, eaployzent has 
to becreated; particularly in the case 
of St. Albert that is so close to Edzon- 
ton. Since the Provincial Government 
cannot order industry where to locate, 
its only way of increasing local employ- 
tent is to establish a public inetitut~ 
ton such as # university. 
3. St. Albert offers for the new univer- 
sity the opportunity of reserving by 
zoning low cost land (relative to Edmon- 
ton) for almost unlimited expansion. In 
turn the establishment of the aew Univ- 
ersity with Arts, Science and Agriculur- 
al colleges would free highly valuable 
real estate in the City of Edmonton, 
namely the University farm which is now 


completely surrounded by residential 
areas. 


4. There is a need for a hospital in the 
County of Sturgeon. The County Hospital 
could later be expanded into a Univer-

the local economy. 
5. It will create a greater demand for 
high value residential areas which St. 
Albert is in a position to provide. 
MOTIONS 
1. That the Council of the Town of St. 
Albert agrees in principle to study 
further all aspects associated with the 
establishment of a University in St. 
Albert. 
2. That the Council sppoints an ad-hoc 
committee to co-ordinate the necessary 
study and to report back to cil. 
3. That the Council asks the Edmonton 
Regional Planning Commission for a re- 
port regariing the beat site for auch a 
University.
